Electrical Compliance for Rental Properties

Since April 2021, all private landlords in England have been legally required to obtain an Electrical Installation Condition Report before new tenancies begin. Existing tenancies must also have a valid EICR in place, with inspections carried out at least every five years. Failure to comply can result in fines of up to £40,000 per breach, and local authorities now have powers to arrange remedial work and recover costs from non-compliant landlords.

HMO Electrical Testing and Fire Safety Compliance

Houses in Multiple Occupation (HMOs) face additional scrutiny from licensing authorities. HMO landlords must demonstrate that fire detection systems and emergency lighting meet current standards, with regular testing documented in logbooks available for inspection.

We provide 6-month and 12-month testing services for fire alarms and emergency lighting systems across HMOs, commercial premises, and any property where these installations are required. This forms a significant part of our work with property management companies who oversee mixed portfolios of standard buy-to-lets and licensed HMOs.

Do landlords need an EICR?

Yes. Since April 2021 all private landlords in England have needed an Electrical Installation Condition Report before a new tenancy begins, and existing tenancies must have a valid EICR too, with the installation inspected at least every five years.

What is the fine for not having an EICR?

Up to £40,000 per breach, and local authorities can also arrange remedial work themselves and recover the cost from the landlord.

What do the C1, C2 and C3 codes on an EICR mean?

C1 means danger is present, C2 means potentially dangerous and C3 means improvement is recommended. C1 and C2 need putting right within 28 days, with written confirmation to your tenant and the council. C3 is advisory only.

Do you test fire alarms and emergency lighting in HMOs?

Yes. We carry out 6 month and 12 month fire alarm and emergency lighting testing for HMOs and commercial premises, complete the logbook entries and provide certificates to BS 5839 and BS 5266.
